This report is compiled in accordance with the Regulations of People’s Republic of China (PRC) Municipality on the Openness of Government Information (hereinafter referred to as the Regulations) and the Annual Report Format of People’s Republic of China (PRC) Municipality on the Openness of Government Information (Guo Ban Kai Letter [2021] No.30).
I. General situation
In 2022, Beijing adhered to the guidance of Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, thoroughly studied, publicized and implemented the spirit of the 20th Party Congress and the important speech delivered by the General Secretary of the Supreme Leader on Beijing’s work, thoroughly practiced the people-centered development thought, and strictly implemented the Regulations and the Main Points of Open Government Affairs in 2022 by the General Office of the State Council around the strategic positioning of the capital’s "four centers" city and the spirit of the 13th Party Congress, so as to fully help modernize the capital’s governance system and governance capacity.
(1) Focus on the work of the center and actively speak out to stimulate the vitality of market players.
Focusing on the "five sons" linkage service and integration into the new development pattern, efforts will be made to promote high-quality development, continuously safeguard and improve people’s livelihood, the people’s demands will drive the reform of mega-city governance, and the epidemic prevention and control policies and measures will be strengthened to actively disclose information, showing the new progress and achievements of various undertakings in the capital. We continued to optimize the topics and policy interpretations of the "two districts" construction, completed the classification and dismantling of more than 100 policies, released more than 400 key policies on supporting industries and attracting talents, and produced 36 short video interpretations.
Actively build a national pilot city for business environment innovation, take the initiative to disclose the fifth batch of phased achievements such as informing the approval items and integrating the work scene construction, and solidly promote the task of version 5.0 reform.
(two) in-depth analysis of public information needs, improve the efficiency of disclosure according to the application.
With regard to the special field of economic and social management involved in the application, all units take the application processing and appeal analysis as the starting point, thoroughly study the relevant laws, regulations and policy documents, and make the application public as an important way to serve the people’s production and life and the innovation and entrepreneurship of enterprises.
Strengthen business co-ordination, analyze the common characteristics and individual problems of applications, and further clarify the applicable standards of various types of replies in the Regulations. Through on-the-job rotation training, teaching and answering questions, video conference, etc., we will provide targeted guidance to solve difficult problems and continuously improve the professional ability of grassroots staff.
(3) Strengthen policy push and service integration, and deepen policy service capabilities.
The Measures of Beijing Municipality for Deepening the Openness of Government Affairs and Promoting Policy Services were issued, which detailed the requirements of nine links, such as policy management, integration, fulfillment and evaluation, and put forward five mechanisms, such as government-enterprise liaison, policy collection for benefiting enterprises and policy information coordination.
Adhere to the accurate push of information, and combine the policy needs of the Municipal Federation of Industry and Commerce and the Zhongguancun Social Organization Federation to create customized policy push services for enterprise associations. Strengthen the fulfillment of policies, continuously optimize the topic of "benefiting enterprises’ policies", refine and dismantle 165 policies and 361 clauses benefiting enterprises covering financing and credit, project support, procedure simplification and other aspects, and realize the integrated service of "information+interpretation+handling" of policies.
(D) to create a multi-dimensional government information disclosure platform to promote information sharing.
Coordinate the intensive integration and development of government websites, upgrade their functions, and expand the city’s user space service functions. Each unit publishes 270 subscription columns and 283 common query services. Continuously improve the construction and operation level of the international website, launch the policy toolbox and the "two districts" policy with one click, optimize the topics of "Consumption in Beijing" and "Beijing COVID-19 Epidemic", and enrich the policy visualization scenarios.
Give full play to the role of the standard text of government gazette, publish 48 issues and publish 367 government regulations and normative documents, continuously optimize the classified retrieval function of electronic bulletin, further broaden the distribution channels, and link to the APP client of Beijing Daily. The website has a cumulative reading of 6.8 million people per year, and the cumulative number of hits in Weibo exceeds 10 million.
(5) Strengthen overall guidance, supervision and inspection, and improve the level of rule of law.
Formulate annual work points, and clarify 46 tasks from deepening information disclosure in key areas, strengthening policy disclosure and accurate services, and promoting the construction of digital government platforms. The city has implemented new inspection indicators for government websites and new media for government affairs, strictly supervised the normal state of government websites, and intensified the investigation of new media accounts for government affairs.
The portal website of the municipal government and WeChat WeChat official account launched the topic of "Questionnaire on the implementation effect of Beijing’s policy of bailing out enterprises in 2022" to carry out social comments. Government information disclosure is legally required to be included in the performance appraisal indicators and the third-party evaluation system, and there was no case of accountability during the year.

In 2022, on the whole, it needs to be improved in meeting the demand for opinions on policy documents of enterprises, providing higher quality policy services to the public, and improving the multi-channel construction of government information disclosure platform.
In view of the above problems, the first is to explore the establishment of a policy document opinion collection mechanism. Set up a column of "Solicitation of Opinions on Policy Documents" at two levels in urban areas, and issue the Notice on Strengthening Solicitation of Opinions on Policy Documents in Various Districts, so as to realize the centralized and standardized release of opinions on policy documents of municipal and district departments on the portal website of the municipal government. In particular, focus on the concerns of market participants, and set up a column of "Soliciting Opinions on Optimizing Business Environment Policy Formulation" to collect the policy formulation needs of various enterprises.
The second is to release and interpret the policy of helping enterprises to bail out and follow up the implementation. Supervise the release or forwarding of relevant policies and measures through multiple channels, and smooth the policy consultation channels for small and medium-sized enterprises. Held more than 100 "Policy Publicity Talks" covering more than 70,000 enterprises, and released 48 videos and 65 pictures and texts on topics such as science and technology, finance, taxation and talent service. We designed six groups of online questionnaires on policies to help enterprises out of difficulties, such as reducing, benefiting, rewarding, promoting, slowing down and ensuring, and collected opinions and suggestions on policy implementation, so as to promote the implementation of "18 measures to support small and medium-sized enterprises" and "45 measures to stabilize the economy" in our city.
The third is to strengthen the construction of an integrated platform and further strengthen policy disclosure services. Expand the construction of public channels such as government information disclosure columns, government websites, new government media and government consultation, and improve the service level of digital government platform. Create 33 annual key work scene themes, and the municipal government portal website published a total of 4873 pieces of information on key areas throughout the year, with more than 650,000 visitors. Regularly carry out government affairs open days and invite the public to experience government work and carry out interactive exchanges.
Vi. Other matters that need to be reported
(a) special publicity of government information in key areas. The portal website of the municipal government has set up special topics, and the information on key areas such as helping enterprises to bail out, stabilizing employment, compulsory education, food and drug supervision, aged care services, social assistance, public cultural services, and epidemic prevention and control is centralized and open to facilitate public inquiries. Simultaneously set up columns such as policy interpretation, video interpretation, news illustration, and citizen dialogue leaders to deeply interpret important policies.
(two) to strengthen the decision-making and implementation of government information disclosure. Focus on the disclosure of the municipal government’s major administrative decision-making items, the division of labor plan for important livelihood projects, and the annual key tasks, and accept public supervision. Unified summary of municipal departments of administrative law enforcement publicity entrance, as well as administrative punishment, administrative license double publicity column, to promote the disclosure of law enforcement government information. Gather columns such as I want to consult, 12345 online complaints, interviews and surveys, and show the channels of political and civil interaction in one stop.
(3) Improve the service level of foreign-related policies. Focusing on the work and life scenes, we will launch theme services such as the establishment of foreign-funded enterprises, tax application, dog raising, and lottery. Focusing on innovation and entrepreneurship, optimizing the international business environment and international talent service, foreigners are invited to experience the whole process of doing things in six high-frequency scenes, such as starting a business, going to hospital, going to school and renting a house, making a live-action video guide to optimize the online service experience.
(four) to collect information processing fees according to law. According to the Administrative Measures for Information Processing Fees of Government Information Disclosure (Guo Ban Han [2020] No.109) issued by the General Office of the State Council, the information processing fees collected in the whole city in 2022 are as follows: 501 pieces of charge notices were issued, with a total amount of 1,454,031 yuan, and the total amount actually collected was 1,068,280 yuan.
