Jin Quan Residential District was built in 1998, with poor infrastructure such as pipelines. In recent years, the management level of urban construction in our city has been continuously improved. After full investigation and visit in the early stage, Shangzhou District proposed to carry out the governance of the "three noes" community according to the idea of "government-led, market-driven, state-owned enterprises at the bottom, and residents’ participation", and invested 500 million yuan to renovate 71 old communities, build guard rooms, install monitoring access control, renovate sewage facilities, and newly delimit motor parking spaces, so as to fully fill the shortcomings of the infrastructure of the old "three noes" communities. Adhere to the linkage between the city and the district, with 40 municipal departments and 13 district-level departments contacting each other one by one, and at the same time give play to the leading role of party building, set up 44 party branches in the "three noes" community, select 53 party building instructors, and set up a service station for the party and the masses in the community to realize the standardization and normalization of the management of the "three noes" community.

There is only a brick wall between Jin Quan Community and Lianhu Park. The owners of the community hope to remove the brick wall and replace it with a wrought iron fence with strong visibility and beautiful shape, so that the park can enter the community. The relevant departments and units of the city and district have communicated and coordinated with the Lianhu Park Management Office for many times, and the renovation of this brick wall has been included in the renovation project plan of the community. Now the residents of Jin Quan Community can enjoy the beautiful scenery of Lianhu Park at home, and the satisfaction of the masses has been significantly improved.

In the intelligent property service comprehensive management center of the old community in Shangzhou District, more than 70 community monitoring screens are displayed in real time.
