Henan builds a ＂four-in-one＂ entrepreneurial support system-the employment multiplication effect driven by innovation

　　Since the beginning of this year, Henan Province has made great efforts to build a "four-in-one" entrepreneurship support system of entrepreneurship training, entrepreneurship guarantee loans, entrepreneurship incubation and entrepreneurship services, and the "multiplier effect" of innovation driving employment is obvious.

　　"From January to July, Henan Province issued 7.994 billion yuan of new business guarantee loans, an increase of 23% over the same period of last year, supporting 43,900 people to start their own businesses and attracting and driving 152,600 jobs." Yang Kunfeng, deputy director of the Henan Provincial Department of Human Resources and Social Security, said.

　　Entrepreneurship is an important foundation for broadening employment channels and promoting higher quality employment. In order to stabilize the market players and ensure employment, Henan increased its entrepreneurial support, issued "Several Policies and Measures for Stabilizing Employment", and clearly implemented full financial discount for individual entrepreneurial guarantee loans. The Department of Human Resources and Social Security of Henan Province, on the basis of the provincial goal of issuing 10 billion yuan of new business guarantee loans, proposed to strive to issue 15 billion yuan. Yang Kunfeng said that it is estimated that Henan Province will support 30,000 people to start their own businesses and promote 105,000 jobs during the year through two measures, namely, fully subsidizing the loans guaranteed for individual entrepreneurship and raising the annual distribution target.

　　Hu Maigang, the founder of Jingjin Edible Fungi Professional Cooperative in Shancheng District of Hebi City, started his business by planting Pleurotus ostreatus. With the support of business guarantee loan from Hebi Municipal Bureau of Human Resources and Social Security, he led more than 300 poor households to build two edible fungi bases. "The cooperative has grown from 9 greenhouses in the initial 5 acres to 224 greenhouses in more than 800 acres today, which can supply 1 million bags of high-quality strains, develop 155 demonstration growers, and produce 1,500 tons of rare edible fungi annually, with an annual profit of 4.6 million yuan." Hu Maigang said.

　　In recent years, the "multiplication" of enterprises supported by venture guarantee loans has brought obvious "multiplication" effect of employment space. According to the data, Henan Province has issued a total of 153.757 billion yuan of entrepreneurial guarantee loans, supporting 1.7299 million self-employed people and driving 5.3203 million jobs.

　　"An average of 100,000 yuan of business guarantee loans can support 0.6 people to start businesses and drive about 2.1 people to find jobs. The per capita investment of business guarantee loans is 1/20 of that of urban public welfare jobs, and it is the social security subsidy for flexible employees and nearly 1/5 of rural public welfare jobs." Yang Kunfeng introduced that Hebi Xiangjiang Food Co., Ltd., located in Jinshan Industrial Zone, Hebi National Economic Development Zone, was established in 1995. Since its establishment, with the support of Hebi Municipal Bureau of Human Resources and Social Security for two times, the number of employees has increased from 11 to 49, the turnover has increased from 420,000 yuan to 13.9 million yuan, and the number of franchise stores has also grown to more than 30.
