Shanghai’s "departure confirmation" helps to improve customs clearance time limit

  (Reporter He Yi) In the first three quarters of this year, the foreign customs under Shanghai Customs handled a total of 208,000 tickets for water-water transit goods at sea ports, up 2.8% year-on-year. Among them, 51,000 TEU "departure confirmation" mode goods were quickly transferred to customs, covering more than 30 ports along the Yangtze River in 11 provinces and cities in the Yangtze River Economic Belt.

  The so-called "departure confirmation" mode means that after the name of the inland river vessel is confirmed and the tally is completed, the imported goods are allowed to leave the port for declaration, and after receiving the "departure receipt", the goods can leave the port and be shipped to the destination. Compared with the traditional customs transit mode, the "departure confirmation" mode does not need to fill in the port tally data, nor does it need to fill in the name and voyage of the branch river vessel, which not only improves the customs clearance time, but also reduces the labor cost of enterprises.

  For example, recently, a batch of 528 tons of dissolved wood pulp imported by the Yangtze River was successfully transferred from Shanghai Waigaoqiao Port to Jiujiang, Jiangxi under the mode of "departure confirmation", and it took only two hours from the time when the enterprise started to declare and the customs released the goods to the terminal company to put them in boxes, saving one to two days of transit time.

  Tongjiang Dahai is the most remarkable location advantage of Shanghai Waigaoqiao Port Area. As one of the pilot ports of the "departure confirmation" mode of water transport import transit, the foreign customs actively expanded the pilot scope on the basis of summing up the previous pilot experience, and has now completed pairing operations with eight customs areas in the Yangtze River basin, such as Nanjing, Hefei, Changsha, Wuhan, Nanchang and Chengdu, realizing full coverage in the Yangtze River basin and helping to improve the customs clearance efficiency of the "golden waterway".

  According to reports, Shanghai Customs has also established a cross-border emergency liaison mechanism to monitor the progress of cargo flow and information flow in real time, smooth the communication channels between customs and enterprises, and implement "one-hour copy" to quickly meet the needs of enterprises to ensure "zero delay" in customs clearance.
